Common Council members met well into the night Wednesday before voting on a slightly modified resolution supporting a multimillion-dollar project to bring a newspaper recycling and co-generation plant to the city.
It was 11:50 p.m. before council members passed a resolution by a 7-3 vote that Besicorp Ltd. was seeking in order to proceed with preliminary plans for siting a $680 million plant in the Capital Region.
The resolution asks the city to support its application for a tax-exempt bond from the state and declare the riverfront property it is eyeing an economic development zone.
